Thirdly, the agent's commission in the secondary market is limited by law to 2% from the seller and 2% from the buyer. But in the primary market, the agent can get from 3% to 8%, and almost immediately — the buyer makes a 10% down payment, and the commission is already in the broker's pocket. In the secondary market, the agent has to agree on the terms of the deal, collect a full set of documents, organize viewings, meetings, permits, and bring the deal to the actual transfer of ownership. There is more work, less money, and no guarantee of a paycheck. That is why many brokers are not eager to get seriously involved in the secondary market and, at best, simply place an ad and wait for someone to respond.
